At the end of World War II, Japan was in ashes, her economy was devastated by war. Post-war, there was an economic crisis, Japanese products had lost considerable reputation in the world market. To gain economic recognition on the world market, the Japanese attained advice from Dr. W. Edwards Deming, a management consultant; a pioneer of modern-day Statistical Quality Control analysis to turn around the Japanese economy.

How do Total Quality Managers achieve success?
(1) Simultaneously implement Total Quality system-wide.
(2) Continually improve quality with a PDCA loop.
(3) Maintain standards with stringent Quality Control.
(5) Minimize the cost of wasteful ways with a laser focus
on Quality, Time, & Money.
Deming's advice to Japanese production managers was to 'simultaneously and continuously' improve quality development. Any quality metric that could be measured could be achieved. The Quality Control rule of thumb: If there is a way to measure - there is also a way to manage outcomes. 

As greater quality was injected into the Japanese economy, the world appreciation quickly changed; the world was cueing inline to buy more Japanese quality products. Dr. Deming initially gave the Japanese the likely target of five years to turn around their economy; the Japanese shortened this time frame to four years.

Dr. Deming pointed to Japanese managers that they controlled "85 percent of their organization's failures (a loss of capital) and, this was the result of inadequate knowledge of their systems; workers, on the other hand, controlled only 15 percent of these failures". So if a process was to improve, it was for management to take on the larger responsibility to understand and modify bad policies that stifle production. This is outlined in Deming's 14 Points.

Dr. Deming pointed out that "managers often manage outcomes,
rather than understanding & eliminating - the defects - that cause bad outcomes."

Targeting Total Quality.

TQM is a system-wide approach that can be used 
to improve quality in all business sectors.
As an ongoing consultant to the Japanese industry, through the Union of Japanese Scientists and Engineers (JUSE), Dr. Deming visited Japan in 1950, 1951, 1955, 1960, and 1965. Deming noted that his quality concepts eventually enlightened "approximately 80 percent of the Japanese managers who were responsible for Japan's new production methods."

In 1960, Dr. W. Edwards Deming in recognition was awarded Japan's Order of the Sacred Treasure by the Prime Minister of Japan, Nobusuke Kishi. Acting on behalf of Emperor Hirohito, Prime Minister heralded Dr. Deming for his contributions to Japan's industrial rebirth and worldwide success.

Note #1: Rapid post-war quality development success allowed Japan to achieve developed world status by 1967.
Note #2: What does the 'consecutive' years of 1968 through to 2010 mean to Japan? Japan held the second-largest gross domestic product (GDP) in the world, year after year for 30 years consecutively. Amazingly, Japan went from ashes at the end of WWII to the world's #2 GDP contender in approximately 20 years and held this position as the #2 GDP contender for over 30 years. Yet, Japan's landmass is only the size of Montana; the third largest state in the United States.

The Deming Prize.
In recognition of Dr. Deming's achievements in Japan, the Japanese Union of Scientists and Engineers also honored Dr. Deming, by making the Deming Prize one Japan's of most sought-after quality achievements. On rare occasions, many notable companies outside of Japan have applied and also distinguished themselves by winning this prestigious Deming Prize. Among these companies are Florida Power and Light in 1989; Sundaram Clayton Ltd, India's leading supplier of automotive components in 1998; and Hi-Tech Carbon GMPD of India in 2002 have all won the prestigious Deming Prize.

We should take full notice!
