UNCOVER | Who is still Public Enemy #1?


To whom it concerns:

I hear, "crime is still on the increase."
 
I am in desperate need of your help. My plea has still largely gone unheard. I ask your absolute and complete attention to corner Public Enemy #1. 

In the length and breadth of Jamaica, 
there is an enemy lurking, creating devastating effects. The sworn affidavits and eye-witnesses attest to his mayhem, carnage, and decadence; yet he remains on the loose!

Many have been caught by surprise. The manhunt is still on. So far, the policing of our system makes us unable to apprehend him for questioning. Our justice system confirms that we have failed to recognize his ruthlessness. Presently no warrant positions us on a path to detain him. I fear his values, turmoil, and destruction will be felt among the Jamaican populous for a long time to come; he is at-large and Scot-free!

I am shocked at how many times he has kept us at bay and, at-hostage. It seems this trend is on the increase. A master of disguise sometimes elusive, slick, and cunning; we have failed to fully recognize his exploits. Apparently, he will only stop when everything is desecrated. I must further warn you, he is armed and extremely dangerous!

Time is not on our side, it appears more degradation is underway. More fraud, abuse, delays, and errors; factors that create excessive systemic waste. Still, more lives are at stake. We should truly act, now!

Mark my words, 'should he continue on his rampant pillage, nothing will be left sacred'. He has already delivered devastating blows to our schools, churches, and many of our institutions. I am dismayed at the number of businesses looted and, the number of lives wrecked, all bringing much shame to our beautiful country. We have paid the price too long. I think, he has been tolerated, long enough!

Allocating a task force gets this culprit off our streets and sets quantum change in motion. 
I am sure, a quality agent must head this task force. But for now, where do we start? How do we lend our support? Who is this culprit? What will it take to convict him? And, why has he not been caught before? 

In Jamaica, there are so many places to hide. Pursuing any rogue, a change agent recommends that we scrutinize and re-measure every quality metric, over and over again, no stone should be left unturned; until there is, no place left to hide. 

In Jamaica’s favor, winning more on my side brings this culprit out from hiding. His bounty should easily change your mind. The price for his head equals the most beautiful gem in the Caribbean. I have appraised our gem’s true value, and I aim to redeem it, fully!

Please take a closer look - 
the costs are great - the losses just keep on adding-up, such as:
Did you notice a diminishing trend? 

Historically, h
ow did we get to this point? How did so many poor quality things ever pass our inspection? How can you prosecute your way out of these problems? Is it going to business as usual?

With so many associated costs, is this not hell-to-pay when any system becomes bogged down? 

You see... it's Poor Quality; he has long fooled us. His first name Poor is a pity reminder. Deadly but silent, he hides behind the last name Quality. Avoid being his victim!

  • American Society for Quality says, the lack of quality (poor quality) has great implications (in cost) to business, organizations and human life: "Quality is really about avoiding poor quality, limiting defects, deficiencies, rework, repairs, frustrations, customer complaints, late deliveries, unkept promises, low morale at work, and wasted time, energy and money. This is a great cost to any system."
It appears Jamaica is only stressed-out and limited under Poor Quality. Total Quality is by far cheaper to manage, while Poor Quality is becoming more and more expensive. It is already too late for many. His threats are not going away, unless, we phase-out the rogue elements of Poor Quality. Direct your attention to Total Quality for mission-critical adjustments to correct all business sectors simultaneously. Then, and only then, will you have more time on your side.
