What is Parkinson's Law?

In 1955 Cyril Parkinson, a British historian, first observed
 a trend during his time with the British Civil Service.
"The observation that a task (however small) will swell in (perceived) complexity and importance in relation to time given for completion, and that a sufficiently large bureaucracy will generate enough internal work to keep itself 'busy' and so justify its continued existence without commensurate output."

It's a classic case...
"Work expands to fill the time for its completion."
"Work expands to fill the time for its completion."
"Work expands to fill the time for its completion."

Cyril Parkinson further noted that the number employed in a bureaucracy might rise by 5–7% per year "irrespective of any variation in the amount of work (if any) to be done."

Some examples to show this expanding work-time:
  • To dedicate your Sunday to cleaning out your bedroom closet - when this project could easily take an hour.
  • Given weeks to prepare - to fool yourself, slack-off, or defer completion time of a class assignment by waiting to the eleventh hour to start.
  • To expand time all year long to make the same new year's resolution to lose weight.
  • If quitting time is at 5 o'clock, a half-hour before staffers is already clearing their desks to go home. No matter how much or little work actually needs to be accomplished the 9 to 5 job always entails making coffee, numerous smoke breaks, shuffling papers, and chit-chatting, just to keep busy to fill time, all of which provide zero productivity for any business or organization.
  • When 58+ years have passed and the commitment to Jamaica is of lesser value. It shows, for instance, when the justice system is backlogged for years, roads are potholed for decades & 1.2 million people are still marginalized.
Note:
  • As a task expands to fill time, psychologically more pressure builds as work becomes more and more daunting closer to any deadline. Instead of waiting until the last minute to accomplish a task - why not finish early and coast the rest of the way? 
  • Some people regularly take work home; work now expands past the time required. Your boss loves free work - now this becomes expected all the time. People show their "dedication" by working long hours at the expense of other things to be accomplished at home. What is to be effective?

  • If you wait until the last minute, it only takes a minute or two to do.
  • A body at rest remains at rest, and a body in motion remains in motion unless acted upon.
