Why do people still say they can't?

The excuse is as follows:

No money. We are strapped for cash.
Not enough taxes.
Or, too much taxes.
Not enough time.
Not enough people.
Not enough technology.
We are lacking the will.
We don't have the education.
Leaders are too old.
Our resources are low.
Too much red tape.
Too much corruption.
Too much crime.
And...
That's why!!!

Then, how come
a new leader can come along with
A DIFFERENT PLAN
using the same people and resources
IN LESS TIME get outstanding results!

How come?
How come?
How come?
Example #2:

Allan Mulally speaks on Leadership.
  • Ford, along with major American car manufacturers were struggling during the late 2000 recession.
  • In 2006, a new CEO, Allan Mulally took the reigns at Ford. But by then, the first financial forecast saw Ford operating at a $17 billion dollar loss. As he put it, "you can lose a lot of money real fast when you owe $17 billion dollars" and "the data sets you free". Quickly he brought everyone aboard as a team to work on Ford products to be best-in-class.
  • Best-in-class meant being dominant in quality class and excellence.
  • Ford quickly right-sized platforms by getting rid of redundancy and waste, as a result, Ford was the only major American car manufacturer to avoid a government bailout.
  • By 2011 earnings at Ford had risen to $20.2 billion under Allan Mulally's leadership.
